The Challenge

The Swansea Bay City Deal Campuses Project is a strategic priority for Swansea University and the ARCH Partnership; a collaboration of partners between Swansea University, Swansea University Health Board (SBUHB) and Hywel Dda University Health Board (HDdUHB).

Formed to create a joined up, regional and focused approach to address enduring societal and economic challenges in a collaborative way, ARCH brings together health and science, with an aim to improve the health, wealth and wellbeing of Southwest Wales.

The Campuses Project aims to help deliver academic, industry, and NHS-led innovation and economic growth aligned through the planned transformation development a Life Sciences Park and Sport Science Park. The Parks must deliver the primary goal of serving the local population and become a tool to help deliver ARCH’s key aims of improving the health of the communities of South-west Wales, reducing inequalities, while empowering, and building confidence in the population to manage their own health and resilience.

To ensure the project will meet these critical goals, Archus were commissioned by Swansea University to undertake a Service Improvement and Patient Impact (SIPI) review of the Campuses Project.

Our Approach

We began by developing an understanding of the clinical context and need, reviewing key demographic information and key strategic priorities both locally and across wider Wales and the UK to frame the health needs that the Campuses Project should look to address.

We conducted research on health care systems and organisations which have demonstrated where community benefit has been created as a result of infrastructure developments similar to the Campuses Project. Our analysis found critical success factors which the Campuses Project could use in benchmarking success.

Stakeholder Engagement helped glean further local insights into how the Campuses Project could yield service improvement and patient impact. The engagement approach was split into three major stakeholder sessions; Life Sciences, Public Health and Sports Science, with detailed questionnaires and one-to-one sessions to maximise engagement. Key themes from the engagement identified how the Life Sciences and Sports Science Parks could best serve the population and be a collaborative space for staff development.

The Impact

The work undertaken as part of the review has helped inform an evidence-based approach to future planning, prioritisation and decision making amongst partners regarding a number of key strategic areas, including:

  • Verification and refinement of the overall vision and purpose of the project
  • The research that should be prioritised to yield greatest patient benefit
  • How collaboration can be enhanced with local and regional partners
  • How the local economy can be stimulated, how the Swansea Bay area can attract external investment from Life Science companies
  • Which existing infrastructure & services can be maximised.

This will ensure that the Campuses Project is at the heart of service improvement and improved patient outcomes, through research, development, and innovation.
